Um, who pays for this?

A homeowner may get their home rebuilt by insurance … and their things–oh, their many things–replaced. But who pays for the road to their home be rebuilt? The traffic signs to be fixed? The debris to be hauled–(22 Empire State Buildings’ worth, so I’ve read–and to where? Who pays for all this? At what cost to us all? #ian #etc
